The Center for Countering Disinformation (CCD) under the National Security and Defense Council of Ukraine records the intensification of a disinformation campaign that is spreading online, in particular on TikTok, regarding power outages in Ukraine.
According to the CPD, manipulative “infographics” and posts about Ukraine’s alleged sale of electricity abroad are spreading on the Internet, in particular on TikTok, while residents of many cities remain without electricity.”
The CPD noted that such posts do not mention the real reasons for power outages, which is a typical manipulation.

The real reason for outages: The only reason for the blackouts is Russia’s systemic terrorist attacks on the Ukrainian energy infrastructure.

Position of the Ministry of Energy: The Ministry of Energy has repeatedly emphasized that Ukraine does not export electricity. All available generation is currently directed exclusively to cover the country’s internal needs.

Enemy objective: “Spreading such narratives is a typical example of an enemy information operation. Its goal is to sow mistrust, provoke internal conflicts and destabilize the situation inside the country,” the CPD emphasized.
The center added that the difference in the scale and duration of outages between regions is explained by the fact that the enemy purposefully attacks not only generation facilities, but also power lines that connect regions to each other.
On Monday, December 15, electricity consumption restrictions continue to apply in almost all regions of Ukraine due to the consequences of night attacks by the Russian Federation. In some areas, outages are planned for the whole day – from 00:00 to 23:59.
