US Secretary of State Marco Rubio, Pentagon chief Pete Hegseth, the president’s special representative Steve Witkoff, Jared Kushner and American generals joined the talks. NATO Secretary General Mark Rutte also participated in the dialogue.
Zelensky emphasized that he appreciates the activity of the American side at various levels — both in the context of ending the war and preventing a new Russian invasion. According to him, this testifies to the seriousness of US intentions.
The President recalled the negative experience of the Budapest Memorandum and emphasized the importance of concrete response mechanisms of partners in case of repeated Russian aggression. These answers should be clearly spelled out in the future document.
The parties agreed to continue intensive work on the formation of the content of security guarantees in order to reach a clear and agreed solution in the near future.
British Prime Minister Keir Starmer and French President Emmanuel Macron will meet in Berlin on December 15 to discuss a peace plan for Ukraine.
It will be recalled that the President of Ukraine Volodymyr Zelenskyy announced that on December 9, Ukraine will complete the preparation of the peace plan and send it to the United States.
Zelensky also told what was discussed at the talks with the leaders of the allies in London.
