In Ukraine, there are currently no draft laws or even drafts that would determine the mechanism for holding elections during the wartime period.
This was announced by the Vice-Speaker of the Verkhovna Rada Oleksandr Kornienko on the air of the national telethon, noting the key conditions necessary for the organization of voting during the war.
According to him, the development of such legislation requires a broad discussion in the parliament, the participation of public organizations and the government.
Kornienko emphasized that any decisions should be made only after the joint work of all parties.
“In order to start this process, we need to sit down together, talk and understand where to go in parliament, developing this legislation,” he says.
He also emphasized that elections in Ukraine are not held because of the political will of the authorities, but because of the war and constant threats from Russia. The six-year term of the current composition of the Council is unprecedented, but the situation is determined by daily rocket attacks and military operations.
Kornienko noted that Ukraine remains a candidate for EU membership and must fulfill democratic criteria, but a clear security framework is needed to hold elections, which must be provided by international partners – primarily the USA and EU countries.
“It’s because of the war, because of Russian missiles, daily drones, because of the fact that the Russians are pushing in the east, in the south. And it’s not because we don’t want democracy. We are a candidate for EU membership, we have to fulfill absolutely all Copenhagen criteria for democracy, and we will work on it,” he said.
Among the key risks, he named:
- the safety of voters abroad who will not return to the country under fire;
- participation in the elections of soldiers at the front, numbering hundreds of thousands;
- the possibility of participation of the military as candidates and the mechanism of their leave;
- problems with the voter register and the need to expand the powers of the CEC;
- security criteria for opening polling stations, especially in frontline areas;
- new threats from drones, in particular FPVs that can fly tens of kilometers away.
According to him, many technical developments already exist: seven working groups are working in the CEC, and there are drafts in the parliament. But none of the documents is yet ready for consideration in the session hall due to the risk of turning the election topic into a political conflict.
“I don’t object to the rest. If we are talking about immediate requirements from partners, then they should provide them first of all with a security component,” he emphasized.
Zelensky announced the conditions under which elections will be held in Ukraine.
Trump said that more than 80% of Ukrainians are in favor of an agreement to end the war.
