The Cabinet of Ministers of Ukraine introduced an experimental project of “winter admission” to institutions of higher education for the so-called “zero course”. The purpose of the program is to make up for educational losses and make a smooth transition to university studies.

The program provides 3–6 months of training to prepare for the national multi-subject test (NMT). Entrants who choose a university and continue their studies after the “zero course” can receive up to 15 additional points during enrollment.
The state will provide grants, scholarships and the opportunity to live in dormitories for participants from privileged categories:

Participants from the frontline areas.

Veterans and military personnel.
Minister of Education Oksen Lisovyi said: “Winter admission is a bridge between school and university: without unnecessary barriers for young people from front-line territories and the military.”
The course includes compulsory subjects: Ukrainian language, mathematics and history of Ukraine, as well as one optional subject (foreign language, natural sciences or literature). Classes will be held both in classrooms and remotely.
In 2026, entrants will not take the state final certification (DPA), which is also not provided for at other levels of education.
NMT results, folded in 2023, 2024 and 2025, remain valid and can be used for admission in 2026.
