“Our findings testify to several disturbing trends: an increase in the number of civilian casualties both in front-line and urban areas, constant attacks on energy infrastructure,” said the head of the UN Human Rights Monitoring Mission in Ukraine, Danielle Bell.
As noted in the report, July became the month with the highest number of dead and wounded civilians since April 2022. A massive combined drone and missile strike on Ternopil on November 19 killed at least 36 — the largest attack in western Ukraine since the full-scale invasion began.
In October and November 2025, Russia carried out 8 large-scale attacks on the energy system of Ukraine, which caused emergency shutdowns and restrictions on power supply up to 18 hours a day. In some regions, there were long interruptions in water and heat supply — from several hours to several days.
As a result of the attack on the Kharkiv region, two men were killed.
