Ukraine': the government started implementing the first large-scale social housing projectIn Bila Tserkva, a pilot project for the construction of a residential complex with 1,000 apartments for immigrants from Mariupol was officially launched. The complex will include 16 buildings for 1,000 apartments, and will provide housing for more than 3,000 displaced persons.

The apartments will be transferred to the ownership of the Mariupol community, they will be completely renovated and equipped with furniture and appliances. The rent will be no more than 30% of the average family income, but no more than UAH 4-6 thousand per month. Certain categories of IDPs will be able to live free of charge within the framework of state programs. Negotiations are also ongoing regarding international support for scaling up the project.

During the ceremony at the construction site, the Deputy Prime Minister for Reconstruction, the Minister of Community and Territorial Development of Ukraine, Oleksiy Kuleba, together with his partners, opened a memorial sign dedicated to the Heroes of the Mariupol Garrison. The anchor of the warship “Donbas” is laid in its foundation, which was sunk during the defense of the city in order to block the entry of Russian ships into the port.

“This is more than housing. It is an opportunity for people who have lost their homes to rebuild their lives in Ukraine,” said Mariupol Mayor Vadym Boychenko.

Construction is taking place within the framework of the government initiative “My House. Ukraine”, which provides for the formation of a state system of affordable housing for socially vulnerable citizens. The pilot for Mariupol residents is being implemented in accordance with Government Resolution No. 814 by the Mariupol City Council with the participation of the Ministry of Development, Kyiv Regional Government, Bilotserkiv City Council and with the support of Metinvest Group.

We must scale up this model. Thanks to a consolidated approach in the “Side-by-Side” format, where the efforts of the state, community and business are combined, we are returning to people not just a roof over their heads, but the opportunity to confidently build their future on Ukrainian land,” said Oleksiy Kuleba, Deputy Prime Minister for the Reconstruction of Ukraine – Minister of Community and Territorial Development.

Construction has already passed the stage of land acquisition and basic preparatory work. After the approval of the financing procedure, the obtaining of permits and the start of active works will begin. The first phase – eight houses for more than 500 families – is planned to be built using steel frame technology, which will shorten the time and reduce costs. The Metinvest Group has already handed over the documentation of the “Steel Dream” quarter to the state and the Mariupol City Council for further use: the company says that the project allows for the expansion of the use of Ukrainian steel in social construction and contributes to strengthening the resilience of communities.

“For Rinat Akhmetov, it is incredibly important to see how investments in the stability and reconstruction of Ukraine give real results. The residential quarter project created by Metinvest based on the “Steel Dream” concept is universal, takes into account the European principles of social housing with decent conditions, and can be replicated to systematically solve the problems of IDPs. Rinat Akhmetov intends to systematically support the implementation of similar projects in coordination with the state and international partners, – says the director from SCM communications and Natalia Yemchenko, head of the Supervisory Board of the Rinat Akhmetov Foundation.

According to the head of Kyiv OVA Mykola Kalashnyk, the region has already received more than 230,000 immigrants, and the new residential quarter will have a positive impact on the region’s economy. The project complies with the principles and concept of social housing developed by Big City Lab and partners, and provides a low-rise building with a barrier-free environment, spaces for recreation, children’s areas, accessible services and shelters.

In the future, they plan to expand the pilot to the regions with the largest number of Mariupol residents – Lviv and Dnipro.
