The American edition of The New York Times published an investigation, according to which the Ukrainian government for several years hindered the work of independent supervisory boards of state-owned enterprises, which created conditions for the spread of corruption.

Ukraine’s Western partners demanded the creation of such councils to control the spending of state-owned companies, particularly in the field of energy and defense procurement.

However, President Volodymyr Zelenskyi’s administration often left seats vacant, filled councils with loyalists, and rewrote corporate charters while maintaining government control.

The result was the growth of corruption schemes, including the embezzlement of hundreds of millions of dollars at Energoatom. Political interference also occurred in Ukrenergo and the Defense Procurement Agency, which undermined the effectiveness of supervisory boards and weakened the trust of international donors.

The Ministry of Economy, Environment and Agriculture has confirmed its intention to form and approve the updated composition of the Supervisory Board of JSC “NAEK Energoatom” before the end of 2025.

National Agency for the Prevention of Corruption (NACP) in January 2025 checked NAEK “Energoatom”, which is involved in a corruption case led by Timur Mindich. However, the audit focused on anti-corruption measures, corruption risks and the need for change, not on the company’s spending or procurement itself.
