In 2026, Ukrainian pensions will increase due to indexation and the growth of the subsistence minimum. Pension spending is expected to significantly exceed 2025 figures.
The Prime Minister of Ukraine, Yulia Svyridenko, announced this.
In 2026, the minimum pension will be linked to a new level of subsistence minimum, which will increase to UAH 3.2 thousand. In particular:
- for able-bodied persons – UAH 3.3 thousand;
- for persons who have lost their ability to work – 2.5 thousand hryvnias.
It is planned to allocate 1.27 trillion hryvnias for pension provision in 2026, which is 123 billion hryvnias more than in the budget for 2025. The last time the living wage was increased in the 2022 budget – to UAH 2,000, when the first budget was drawn up during a full-scale war.
In 2023–2025, it was not changed, but indexation was carried out, so the amount of actual payments gradually increased. As of 2025, the minimum pension is UAH 2.3 thousand.
According to the Budget Declaration for 2026-2028, the minimum pension will increase as follows:
- from January 1, 2026 – UAH 2.5 thousand (+8.6%);
- in 2027 – 2.7 thousand UAH (+5.9%);
- in 2028 – UAH 2.8 thousand (+5.3%).
In 2025, the requirements for retirement by age are:
- 60 years old – at least 32 years of experience;
- 63 years – from 22 to 32 years of experience;
- 65 years old – from 15 to 22 years of experience.
The Ministry of Health emphasizes: insurance length of service is the period during which contributions to the Pension Fund were paid for a person, and it is not always equal to length of service.
