Details: According to von der Leyen, the European Commission is considering borrowing on foreign markets under the guarantee of the EU budget or “reparation loans” from immobilized rockets to finance Ukraine in the next two years.

“Today, we are presenting two solutions for approval by the member states. The first solution is EU borrowing. This is, in fact, raising funds on the capital markets using the EU budget as a guarantee and transferring this capital to Ukraine in the form of a loan,” von der Leyen said.She emphasized that “this decision must be adopted unanimously.”
“The second solution that we propose today in the legal text is the so-called “reparation loan”. Here we would use the remaining funds from the immobilized Russian assets in the European Union,” said the President of the European Commission.
She emphasized that now the EU proposes to “cover all financial institutions that have accumulated such cash balances” (not only the Belgian Euroclear – “EU”).
According to the head of the European Commission, these institutions should transfer the funds to the reparation loan instrument.
“That is, in other words, we take the remaining funds, give them to Ukraine as a loan, and Ukraine must return this loan if and when Russia pays reparations,” explained Ursula von der Leyen.
“This decision can be adopted by a qualified majority,” she pointed out.
As “Evropeyska Pravda” reported, even before the announcement of the new proposal by the European Commission, the Minister of Foreign Affairs of Belgium, Maxim Prevost, stated that it is categorically unacceptable.
At the end of November, the Prime Minister of Belgium Bart de Wever wrote outlined Belgium’s comments and demands regarding Rosactivs in a letter addressed to the President of the EC Ursula von der Leyen.
At the same time, other EU countries are acting against providing unlimited guarantees to Belgium to unblock the loan to Ukraine.
