At the same time, the study records how the perception of possible concessions by Ukrainians has changed in recent years.

40.2% of Ukrainians consider the temporary renunciation of the occupied territories absolutely unacceptable. A year ago, 53.2% held this opinion, and a year earlier – 76.2%. However, only 5.1% of Ukrainians consider this concession quite acceptable.

Even fewer – only 2% of Ukrainians – are ready to legally recognize the occupied territories as Russian. 76.6% are categorically against it.

The percentage of Ukrainians who consider it absolutely unacceptable to refuse membership in NATO is gradually decreasing – 41.1% now say so (48.7% a year ago, and 56.9% two years ago).

Refusing to join the EU seems absolutely unacceptable to 51% of Ukrainians, which is even more than last year’s figure (50.7%).

Similarly, the number of Ukrainians who consider the reduction of the army absolutely unacceptable (77.9% against 74.5%), as well as the granting of the status of the second state language to Russian (73% against 70.9%), has also increased over the year.

On the other hand, the percentage of Ukrainians who consider it absolutely unacceptable to reduce the amount of reparations from the Russian Federation (58.7% against 62.2%), to refuse to prosecute the leaders of the Russian Federation and war criminals (65% against 68.4%), and to cancel sanctions (64.1% against 64.8%) is decreasing.

The study was conducted in the period from November 5 to 26, 2025. The research sample is 1,000 respondents.

Commenting on these negotiations, the EU High Representative for Foreign and Security Policy Kaya Callas expressed concern that during the negotiations on peace in Ukraine with the participation of the United States and Russia, the main pressure will be aimed at Ukraine, with the aim of forcing it to make concessions.
