On November 24, LKP “Green City” of the Lviv City Council concluded an agreement with the law firm “Mayer Brown International LLc” (Great Britain) for legal services for 20,000 euros, or 981,000 UAH. The purpose of the agreement is to protect the customer’s interests in a dispute with a Polish contractor regarding the construction of a waste processing plant.

In August 2025, the Lviv police opened criminal proceedings due to possible abuses during the construction of the waste processing plant, suspecting the Polish company Control Process SA and unidentified employees of the Lviv City Council of embezzlement of budget funds.
The dispute between LKP “Green City” and the contractor has been ongoing since 2024 and will be resolved by arbitration. The contractor claims that the city hall paid for the work late and incompletely, while the city hall claims that it has already paid 29 million euros, but the Poles disrupted the construction schedule (the plant was supposed to be ready by August 2023).

The purchase was carried out without bidding. In the justification, the customer noted that “Mayer Brown” has a global presence (21 offices) and significant experience in resolving disputes related to the execution of FIDIC contracts. In addition, the firm has a higher rating (Band 2 in Chambers and Partners) compared to the contractor’s lawyers (Band 3) and is included in the GAR 100 – a list of the top 30 international arbitration practices. Mayer Brown also has a successful track record of supporting waste-to-energy projects, including arbitrations against technology providers.
Earlier, Lviv deputies sent an appeal to the Chairman of the Council of Ministers of the Republic of Poland, Donald Tusk, due to critical problems with the construction of a waste processing plant by the Polish company Control Process in Lviv.
