People were detained, tortured, and then taken to Russia. The Russian side declares a significant part of these people as “prisoners of war” and agrees to return them only in exchange for their servicemen who were captured.

To date, Ukraine has managed to return 372 civilian hostages.

“I want to live” is a project of the Coordination Headquarters for the Treatment of Prisoners of War, the purpose of which is to provide assistance to the Russian military for voluntary surrender. In September 2022, a hotline for applications from Russian military personnel and their families was launched.
