Ukraine is under martial law, which has been extended until February 2025. Together with him, mobilization continues, under which men conscripted into military service fall.
At the same time, certain categories of citizens have the right to deferment — in particular, people with disabilities.
According to Article 23 of the Law of Ukraine No. 3543, citizens with disabilities cannot be drafted even during wartime. The law does not divide groups of disabilities into those that grant the right to postponement and those that do not – any group of disabilities provides a temporary exemption from mobilization.
At the same time, people with disabilities, if their health allows, can voluntarily enter into a contract and serve in the Armed Forces of Ukraine.
Mobilization of a person with a disability is possible if he has the appropriate status, but has not officially issued a postponement. Previously, this was done through the TCC, but the procedure was changed in November.
For the first registration of a postponement, it is now necessary to apply to the TsNAP, and already its employees independently transfer the documents to the TCC.
The following documents are required:

military registration document;
-
MSEK certificate (form 157-1/o);
-
a copy of the passport;
-
copy of RNOKPP.
It is recommended to check the current list of documents directly with the staff of the National Center for National Health and Welfare.
The procedure continues without the applicant’s participation. If the TCC confirms the postponement, the entry will appear in the “Rezerv+” application after about a week.
The duration of the postponement depends on the nature of the disease: some citizens receive the status undrafted for life, others are assigned repeated examinations every 6 months or 1 year.
If a person is found to be healthy during the second commission, he loses the right to deferment and is considered fit for service.
In the “Reserve+” application, the postponement due to disability is extended automatically. If the grounds have not changed, the person will receive a corresponding notification.
From December 1, 2025, Ukraine will begin mobilization for conscripts over the age of 50.
