The Council was recommended to decriminalize the fuel market and check salaries at gas stations

The Committee of the Verkhovna Rada on Finance, Tax and Customs Policy has prepared recommendations on the detinization of the fuel market. This is reported by the parliament. The Committee of the Verkhovna Rada on Finance, Tax and Customs Policy has prepared recommendations on the detinization of the fuel market.

The Cabinet of Ministers is recommended to compile a complete list of illegal gas stations by February 1, 2026, and to ensure specific results for each of them — from legalization to dismantling and bringing the culprits to justice.

“The special attention of the committee is to comply with the requirements regarding the minimum salary by all gas station chains and the mandatory issuance of fiscal checks,” the message reads.

The head of the committee, Danylo Hetmantsev, noted that in recent years, the industry has shown an increase in tax payments and effective detinization. However, systemic problems remain – low salaries in part of the networks, uneven payment of taxes and the massive operation of illegal gas stations.

The Committee recommended that the State Tax Service, BEB and the National Police conduct a full audit and establish all illegal gas stations, ensure the transfer of illegal gas stations to legal activity or their complete closure in case of refusal, control the observance of minimum wages by all gas station chains and the issuance of fiscal checks, and publish monthly data on the payment of taxes per 1 liter of fuel and the level of salaries in each chain.

According to Hetmantsev, despite the triple reduction of the value-added tax, the hotel industry of Ukraine continues to massively avoid paying taxes, using business fragmentation schemes for individual entrepreneurs.
