“The first step to ending the war should be an immediate and unconditional ceasefire. But at the moment we see no signs that Russia is ready for a ceasefire. Russia is not reducing its military machine, but on the contrary, it is increasing it. We still need to move from a situation where Russia pretends to negotiate to a situation where it is forced to negotiate,” she said during the briefing.
According to her, the opinion that Ukraine will lose is completely wrong, because if Russia could conquer Ukraine by military means, it would have already done so.
“Putin cannot achieve his goals on the battlefield, so he will try to achieve them through negotiations,” Kallas believes.
On November 26, the Russian Foreign Ministry said that it welcomed American efforts to find a peaceful settlement of the Russian Federation’s war against Ukraine, but stressed that there would be no concessions from Moscow in this regard.
On November 25, US President Donald Trump, when asked what concessions Moscow is expected to make as part of the peace process he supports, said: “The big concession is that they will stop fighting and not take more territories.”
Last week, RFE/RL released the draft text of the US peace plan. The project, among other things, provides for the holding of elections in Ukraine 100 days after the signing of the agreement. It also stipulates that Ukraine must enshrine non-alignment and rejection of NATO in its Constitution (and the alliance must also declare this), and the number of the Armed Forces of Ukraine will be limited – to what extent, it is not specified. But, according to other media, it is about limiting up to 600,000 troops.
On November 23, in Geneva, the United States and Ukraine tried to converge on the plan to end the war proposed by the Trump administration. In a statement by the White House and the Office of the President of Ukraine following the meeting, it was said that the parties have prepared an updated and refined concept that fully supports Ukraine’s sovereignty and will help ensure a just peace.
According to mass media, the new plan has not 28, but 19 points. It excludes demands for limiting the size of the Armed Forces and amnesty for war crimes.

The White House said there were “several delicate but not insurmountable details” of the peace deal that would require further negotiations between Ukraine, Russia and the United States.
The Kremlin announced on November 26 that it had received the “latest versions” of the peace plan for settling the Russian Federation’s war in Ukraine, but there had not yet been a “serious discussion” about it with the American side.
