As of the beginning of November 2025, almost 795,000 active proceedings regarding debts for communal services were registered in Ukraine.

However, most of these cases – about 60% – actually stagnate, because they are completed without real recovery of the debt. Thus, the debts remain in the register, but they cannot be forcibly collected.
Almost 194,000 new proceedings were opened this year, of which about two-thirds are still open. The biggest problems with communal debts are observed in the Kharkiv region — about 48,000 cases, as well as in the Dnipropetrovsk region — more than 45,000.
In other regions, such as Mykolaiv or Poltava regions, the number of such proceedings is much smaller.
Most often, debtors do not pay for heating — this category accounts for 40% of debts. In second place is water supply with 18%, followed by debts for gas (15%) and housing services (10%). 8% and 6% are owed for garbage removal and electricity, respectively.
As a reminder, Ukrainians will receive additional payments for gas in December.
