Ukraine is preparing a new housing program for people whose homes remained in the temporarily occupied territories (TOT). IDPs from TOT will be able to receive a voucher worth UAH 2 million per person for the purchase of housing in the territory controlled by Ukraine from December 1.

The new component is Reconstruction aimed at those who lost their homes not due to destruction, but due to occupation, and have no other housing in the controlled territory.
At the initial stage, priority for receiving a voucher will be given to applicants with the status of a combatant (participant in hostilities) or a disability due to war.
Key requirements for applicants:

Have a confirmed IDP status with TOT.

Have no other housing in the controlled territory of Ukraine.

Do not receive state assistance for the purchase of housing before.
It will be possible to submit an application at the initial stage only through the Diya mobile application. Later, TsNAPy and notaries will join the process.
Since it is impossible to get to the TOT to assess the condition of housing, the program does not provide for an inspection of the object, nor requirements for documentary evidence of its damage. It will be enough to indicate data about the available housing in the application.
The voucher for UAH 2 million will not be handed out – it will be an electronic document that is issued through registers and paid directly to the seller. Applications will be processed by special commissions located in the locality where the applicant actually lives according to the IDP certificate.
During the consideration in the first reading of the project of the state budget of Ukraine for 2026, the deputies supported the amendment to increase the financing of assistance to internally displaced persons (IDPs).
The Cabinet of Ministers also increased support for IDPs and front-line communities within the framework of “eOseli”.
