This was announced by the president of the Association of Ukrainian Gaming Operators (AUOGB) Oleksandr Kogut during a meeting of the association’s participants.
At the same time, AOUOGB noted that the forecast for the fourth quarter looks “extremely pessimistic.”
“Indicators for three quarters – both in terms of revenue and taxes – are not bad, the industry is becoming more transparent. In the third quarter, revenue amounted to UAH 20.5 billion, but in the fourth quarter, we predict a dramatic decline in indicators. The reasons for such a pessimistic forecast are a significant increase in direct administrative pressure on white operators, Oleksandr Kogut commented. – Firstly, we currently have direct pressure from certain politicians on legal operators, which is accompanied by attempts to discredit the industry in the media. This campaign is fueled by illegal Russian casinos, which are still not blocked and operate in the Ukrainian segment of the Internet. Secondly, cases of intentional blocking of settlements by legal operators by banks have become more frequent. This is a particularly painful part of the administrative pressure, which leads to losses for both operators and the budget. The kind of blackmail we are observing is the result of an artificially created monopoly in the industry’s settlement system.”
The president of the AOUGB emphasized that now a completely new trend is being observed in the industry – the active promotion of attempts to introduce limits and additional restrictions for Ukrainians who play in legal online casinos.
In his opinion, this will significantly affect the revenue of the industry, as citizens who face any artificial barriers while playing in legal casinos will simply go to illegal ones, where there are no such restrictions.
Members of the AAUOGB and 11 of the largest market operators have written to the government and the Play.City regulator, warning that new restrictions on legal online casino players could encourage the transfer of users to the shadow sector and reduce tax revenues.
Oleksandr Kogut, the President of the AOUGB, noted that the introduction of limits in their current form can lead to an increase in the revenue of the illegal market, a loss of revenues from the white market and the Ukrainian budget by UAH 3-4 billion, as well as to the quarterly transition of 50-60 thousand players to illegal casinos.
He emphasized that the association supports the dialogue with the regulator and the Ministry of Digital Affairs and hopes for solutions that will not lead to a mass transfer of users to the shadow sector.
