From December 1, 2025, Ukrainians with group 3 disabilities will continue to receive pension payments according to special rules that differ from the usual old-age pension.
The basis for awarding such a pension is the decision of the medical and social examination, which officially establishes the disability group.
In order to receive benefits, an insurance period of one to fifteen years is required — the specific duration depends on the age at which the person was diagnosed with disability. Thus, the amount of aid is not formed arbitrarily, but according to clearly prescribed norms of the PFU.
The basic principle of calculation for civilians is simple – group 3 disability pension is equal to half of the age pension that this person could receive.
First, the Pension Fund determines the amount of payments based on age, and already from this value 50% is deducted as the amount of “benefit by group”.
If the final pension is lower than the subsistence minimum for the disabled, the state automatically adds an allowance to the level of this minimum.
As of November 24, 2025, the living wage for people who cannot work is 2,361 hryvnias, so those who receive, for example, 2,000 hryvnias will be paid an additional 361 hryvnias.
Separately, small but important additional payments are provided for vulnerable categories of people with disabilities of the 3rd group. An unemployed pensioner with a minor child is entitled to an additional payment of 150 hryvnias to the basic pension.
A single pensioner with a disability of the 3rd group can receive an additional 50 hryvnias if he does not use any financial support for care – it is this assistance that is designated as “for care”.
Payments and allowances are regulated, in particular, by Cabinet Resolution No. 265, which establishes the mechanism for bringing the amount up to the subsistence minimum.
