Zelenskyi on negotiations: it is necessary to make sure that crimes against humanity cannot have “reward and forgiveness”

The President of Ukraine, Volodymyr Zelenskyy, said that the peace talks are about much more than “some or other points” of the plan, and it should be done so that the principle that crimes against people and humanity can have “some kind of reward and forgiveness” does not prevail in the world.

“I signed the decree on the composition of the delegation of Ukraine, approved all relevant directives. Our representatives know how to protect Ukrainian interests and what exactly is needed to prevent Russia from carrying out a third invasion… Now we are talking about much more than certain points of this or that document. It is necessary to make sure that the principle that crimes against people and humanity, against states and peoples can have some kind of reward and forgiveness does not prevail anywhere in Europe and the world,” he said in his address.

Zelensky noted that real peace is always based on guaranteed security and justice, and this feeling is not only his – “I know that this is the feeling of millions of our people and the majority of people in the world.”

He announced that today he continued consultations with partners – the leaders of Northern Europe and the Baltic states.

On November 22, Zelenskyi approved the composition of the Ukrainian delegation to participate in negotiations with the United States and other international partners of Ukraine, as well as with representatives of Russia regarding the achievement of a just and sustainable peace. The delegation will be headed by the head of the Office of the President, Andriy Yermak.

According to the Secretary of the National Security Council Rustem Umerov, who is also part of the delegation, consultations with the USA regarding the future peace agreement will be held in Switzerland in the coming days. He says that this is another stage of the dialogue, which has been going on for the last few days and which is designed to agree on the vision of the next steps.

At the same time, US President Donald Trump said that next Thursday, November 27, is an appropriate deadline for Kyiv to agree to a US-backed peace proposal to end the war Russia is waging against Ukraine.

Before that, on November 21, the Reuters agency, citing two sources familiar with the situation, reported that the administration of Donald Trump threatened to stop the provision of intelligence data and the sale of weapons to Ukraine if Kyiv did not sign the peace agreement proposed by the United States.

RFE/RL has at its disposal a draft text of the US peace plan. The project, among other things, provides for the holding of elections in Ukraine 100 days after the signing of the agreement. It also stipulates that Ukraine must enshrine non-alignment and rejection of NATO in its Constitution (and the alliance must also declare this), and the number of the Armed Forces of Ukraine will be limited – to what extent is not specified. But, according to other media, it is about limiting up to 600,000 troops.

As reported by Western publications, the plan was prepared with the participation of Russian representatives, Europe and Ukraine were not involved in the development of the plan.

In the evening of November 21, President of Ukraine Volodymyr Zelenskyy delivered a 10-minute video address in which he called the current events “one of the most difficult moments in our history.”

“Now the pressure on Ukraine is one of the heaviest. Ukraine may now face a very difficult choice. Either the loss of dignity or the risk of losing a key partner. Either difficult 28 points, or an extremely difficult winter – the hardest – and further risks. Life without freedom, without dignity, without justice. And for us to believe someone who has attacked twice already,” he said.

Russia declared readiness for peace negotiations. Russian President Vladimir Putin announced that Moscow had received a 28-point US plan for Ukraine, which, according to him, “can be the basis for a final peace settlement.”
