The day before, the FT reported that the United States is demanding that Kyiv agree to a peace plan developed by special envoy Steve Witkoff and Secretary of State Marco Rubio in cooperation with Russian negotiators. The 28-point document, already approved by President Donald Trump, envisages significant concessions from Ukraine – from the transfer of part of the territories to Russia, to the sharp reduction of the army and the abandonment of key types of weapons.
Ukrainian officials told the FT that the Trump administration had set “aggressive” deadlines to present the deal to Moscow by the end of November and complete the process in early December. At the same time, Ukrainian officials note that a number of provisions of the document are unacceptable, and work is currently underway on counter-proposals.
Literally: “According to people familiar with the details of the agreement, Trump is demanding that Ukraine give up those under its control territory in the east of Donbassreduce the number of armed forces in half and refuse from vital categories of weapons”.
Details: One senior Ukrainian official compared the current pressure to a previous US campaign over the controversial “mineral deal” signed this year, which gave the US the right to extract minerals critical to Ukraine. Then Kyiv agreed to the terms, hoping to win Washington’s support in the war with Russia.
The EU reacted skeptically. Kaya Callas, High Representative of the EU for Foreign Policy statedthat Brussels “has not heard of any concessions from the Russian side”, which calls into question the balance of the initiative.
“The president (Trump – ed.) supports this plan. It is a good plan for both Russia and Ukraine, and we believe that it should be acceptable to both sides,” White House press secretary Caroline Levitt said.
The day before, President Zelenskyy held a meeting with the US military delegation led by US Army Secretary Daniel Driscoll, during which, as he later confirmed, a peace plan was discussed.
