According to the mayor, the central government continues to “kill local self-government”, despite public statements about the need to allocate funds to the security and defense sector.
Boris Filatov / photo UNIAN, Viktor KovalchukThe Mayor of Dnipro, Borys Filatov, called on people’s deputies and government officials to review the approaches to the formation of the state budget project for 2026, declaring a possible “collapse of the communal economy” in the event of the adoption of the proposed norms. He wrote about this in his address to parliamentarians.
“If you implement what is planned in the 2026 budget, the consequence may be the collapse of the communal economy – in which your families live, in particular,” Filatov said, adding that it is about risks for the entire country, where the majority of the population lives in cities.
According to the mayor, the central government continues to “kill local self-government”, despite public statements about the need to allocate funds to the security and defense sector. He recalled that after the adoption of changes to the so-called “military” personal income tax, local budgets lost a significant resource, while “half of the funds, almost UAH 80 billion, were never used.”
Filatov also claims that in governmental and parliamentary circles there are allegedly proposals to “definitely deprive local communities of resources” for political reasons.
“In private conversations, some respectable comrades, at the level of deputy ministers and even heads of parliamentary committees, openly say that local self-government should be completely robbed – so as not to “give conditional Filatov, Sadovoy, Klitschko and the rest” a resource. You are not taking money from Filatov, Sadovoi, or Klitschko. These are community funds, and they belong to the people. So if the communal economy in which you have nothing you don’t understand, it will start to collapse, shit will pour out of the pipes and into your apartments,” he said.
The mayor criticized the level of competence of some government officials and deputies, saying that they “do not understand the basic budget norms”, in particular, regarding the capital’s revenue structure.
“The budget of Kyiv is formed without 4% personal income tax and there is no reverse subsidy in it,” he emphasized.
Filatov also declared the “depth of unprofessionalism” of government representatives and called on them to “disengage from local self-government”, allowing local authorities to ensure the vital activities of cities.
“If you do what you plan, it will be your and only your responsibility,” the mayor concluded.
