The government approved a detailed plan to update the supervisory boards and executive bodies of state-owned energy companies, setting tough deadlines for each of the industry’s key enterprises.
The document should ensure a complete restart of management in the fuel and energy complex and strengthen control over the use of state assets.
The order of the Cabinet of Ministers dated November 17, 2025 establishes specific deadlines for the formation of new supervisory boards and management for leading companies in the energy sector.
Already by November 24, the new composition of the supervisory board of JSC NAEK “Energoatom” should be formed, for which the Ministry of Economy, Ministry of Energy and Ministry of Finance are responsible.
The new executive body of Energoatom must be appointed no later than a month after the renewal of the supervisory board — this task is assigned to the supervisory board itself (with the consent) and the Ministry of Energy.
For OJSC Naftogaz of Ukraine, the competitive selection of members of the supervisory board must be announced by November 21, and the final deadline for the formation of its new composition is set for January 20, 2026, where the Ministry of Economy, the Ministry of Energy and the Ministry of Finance are determined to be responsible.
In a separate block, the government issued requirements to the executive bodies of the Naftogaz group. By December 31, 2025, the governing bodies of JSC “Ukrgazvydobuvannya”, JSC “Ukrtatnafta”, PJSC “Ukrnafta” and LLC “Gas Distribution Networks of Ukraine” should be formed in full.
The Ministry of Defense and Naftogaz of Ukraine (by agreement) are responsible for this process, which emphasizes the strategic status of these assets in wartime conditions.
For Ukrhydroenergo PJSC, a new state representative should be appointed to the supervisory board by December 10, 2025, and a competition for the position of the head of the executive body should be held by February 1, 2026, which will be handled by the supervisory board (with the consent) and the Ministry of Energy.
