On November 10, the executive committee of the Kremenchuk city council of the Poltava region ordered the construction of a veteran’s space by the private enterprise “Ukrekospetsproekt”. The amount of the deal was UAH 132.91 million.

The construction of a public building with a gym should be completed by November 20, 2025. According to the specifications, the premises will be equipped with heating, ventilation, air conditioning, water supply, sewage and electricity systems, as well as automatic fire alarm, notification system and lightning protection. The territory will be equipped with sidewalks, landscaped, trees and bushes will be planted, a children’s play complex, benches, bicycle parking and trash cans will be installed.
The financing of the project is provided at the expense of subvention from the state budget (63.17 million UAH) and the local budget (70.74 million UAH).
In the tender documentation, significantly inflated prices for materials are indicated:

roofing roofing material — UAH 187/sq.m. m (market price UAH 18–40);

polyethylene pipes PE 100 SDR 11 — UAH 2,011/m (market price UAH 752–1,135/m);

heterogeneous linoleum — UAH 2,760/sq.m. m (market price UAH 580–1,020/sq. m);
-
bitumen-oil mastic MB-50 — 80 UAH/kg (market 65 UAH/kg).
According to preliminary calculations, the overpayment on these positions may reach 2 million hryvnias.
Additionally, UAH 11.29 million was allocated for the panels of external and internal walls, internal partitions and parapet walls, and UAH 13.28 million for the reinforced concrete structure of the Varta 4 civil protection shelter, the market price of which is unknown.
The tender was held without competition, as no one came to the open bidding. Stanislav Savichev, a contractor registered in 2004 in Kamiansk, has received government contracts for a total amount of UAH 134.94 million since 2017, the current contract being the largest.
DASU started monitoring the tender due to media reports about possible violations.
