According to journalists, it was the conversations from Komarnytskyi’s office, made public as part of the “Clean City” operation, that recorded these agreements and showed the structure of the future business partnership.
The records refer to both Ukrainian and foreign projects, as well as the use of front persons for the formal registration of hotel assets.
One of the key projects was planned to be implemented in the village of Polyana in Transcarpathia, where preparatory work has already begun on an area of 11 hectares.
A 15-story hotel, a cottage town, a health center, a water park, swimming pools and ski lifts were to be built there, effectively creating a large recreational cluster under the Apartel brand.
For this, according to the documents, at least four companies were registered – “Sonyachna Polyana Apartel” LLC, “Apartel Polyana” LLC, “Apartel Polyana Development” LLC and “Apartel Polyana Industrial” LLC.
The co-owners of the first two companies in various combinations are Vasyl Krulka’s wife Yana, his long-time business partner Yuriy Kalynyuk and Serhiy Polikarpov.
The journalists established that Polikarpov is the driver of Komarnytskyi’s manager and acts as a figurehead, which is directly stated in the transcripts of NABU and SAP wiretaps.
Kalynyuk and the investment fund “Minkar” are among the co-owners of two other companies, which are associated with the sphere of influence of Komarnytskyi, which strengthens the version of actual control by the entourage of the person involved in anti-corruption investigations.
