Details: In the event of failure with “reparation loans” from Russian assets frozen in Europe, the European Commission offers EU member states to provide Ukraine with bilateral grants for a total amount of 90 billion euros during 2026-2027.

“The most direct way to provide the necessary financial support would be for member states to provide voluntary bilateral contributions, i.e. grants, to the European Union on the basis of contribution agreements, which must be approved by member states in accordance with their national procedures,” the document says.
According to the logic of its authors, then the European Union would provide Ukraine with irreversible support with these funds.
“This option does not involve new joint obligations and does not require additional guarantees or compensations, but it immediately affects the budgets of the member states,” the European Commission notes.
In order to limit the short-term fiscal impact on national budgets, but at the same time ensure full coverage of Ukraine’s financial needs, the Commission allows that contributions to the corresponding EU fund may be phased, starting from 2026, with the distribution of the burden according to the gross national income (GNI).
“For support in the form of grants from member states, the minimum annual targeted support in the amount of 45 billion euros, that is, at least 90 billion euros for 2026-2027, seems necessary and is based on the assumption that the war will end in 2026, and third countries will help finance the rest of the needs,” the authors of the document conclude.
As “European Truth” reported, in 2026-2027 Ukraine’s budget will need 135.7 billion euros of foreign aidof which 83.4 billion are military needs.
The European Commission suggests three options for providing financial support to Ukraine over the next two years.
During the preparation of the draft financing options for Ukraine in 2026-27, the European Commission assumed that the war in Ukraine should end at the end of 2026.
The EU plan with a “reparation loan” to Ukraine with the use of Russian assets slowed down due to Belgium’s reservationon the territory of which the main part of the Rosactivs in the EU is stored and which is afraid of the legal consequences of such a decision.
The EU assures that the issue of using Russia’s frozen assets for financial support of Ukraine remains on the agenda, and the final a decision will be made in December 2025 year
