The President explained that the initial version of the draft law contained provisions on providing assistance under the “800+” program to Ukrainians who do not work in Poland, which he considered unacceptable. “It was an unfair decision for the Poles,” Nawrocki said, explaining his previous decision to refuse to sign the document.
He also emphasized the need to streamline the support system, noting that “Ukrainians should be treated like any other national minority.”
Navrotsky emphasized that the support of Ukrainian citizens should be fair to Polish society.
“I admit that the Ukrainian minority in Poland, which is already experiencing its third year after the start of the war, should be treated with due responsibility, of course, but in the same way as all other national minorities in Poland,” he added.
Assistance to Ukrainians in PolandOn September 26, the president signed an amendment to the law on assistance to citizens of Ukraine. The new rules provide that assistance within the framework of the “Rodyna+” social program (800+) will be related to the professional activities of parents and education of children in Polish school, with exceptions, in particular for people with disabilities. To be eligible for assistance, a foreigner must earn at least 50% of the minimum wage, which in 2025 is PLN 2,333. A check of the register of the head of the Border Service will also be required to check whether the person has left Poland.
The changes also include restrictions on access to certain health services for adult citizens of Ukraine, such as health care programs, medical rehabilitation, dental treatment, and drug programs. At the same time, free access to most medical services is maintained. The law also extends the legal stay of refugees from Ukraine until March 4, 2026.
Karol Navrotskyi and UkraineEarlier, the Polish Seimas rejected President Karol Nawrocki’s bill proposing to introduce criminal liability for “propaganda of banderism”.
He also stated that he respects the heroism of Ukrainians who defend their country and the whole of Europe from the Russian invasion, but he does not plan to give up his historical claims to Ukrainians.
