Media: Germany will reduce social assistance for Ukrainians arriving after April 1

According to Bild, Ukrainian refugees arriving in Germany after April 1, 2025 will no longer receive the “bürgergeld” benefit, which is given to the unemployed or people with insufficient income.

Details: It is about changing the legal status of newly arrived Ukrainians. In particular, all Ukrainians who came to Germany after April 1, 2025 will be considered as asylum seekers in the future – and will receive correspondingly lower payments.

It marks the end, after nearly four years, of a special status for refugees from the war-torn country.

The initial plan was to retroactively deprive Ukrainians of the right to receive social benefits. However, this caused resistance from municipalities and lands. The reason was the complexity of the procedures.

An influential member of the coalition told the publication: “The bureaucratic effort would be too great, the municipalities and the lands would revolt – it is not worth the effort. The only thing that is important is that we have dealt with it.”

Currently, 1.1 million Ukrainians live in Germany. They receive 563 euros per month in the form of basic assistance (for single persons). The state also covers the costs of housing rent, heating, etc. In contrast, the Act on Assistance to Asylum Seekers provides 196 euros for personal needs and 245 euros for basic expenses (food, clothing). Together, this amounts to 441 euros per month.

The CDU/CSU and SPD have agreed to amend their coalition agreement, as relatively few Ukrainians have jobs in Germany.

It is hoped that the agreement will motivate more Ukrainians to find employment.

  • In September 2025, EU countries adopted the most decisions in one month to grant temporary protection to Ukrainians starting in 2023, which may be related to the opening of borders for young men aged 18-22.
  • One of the studies shows that more than half of Ukrainians with temporary protection are not very satisfied with life in Germany.
