The department promises to pay money for this, but maintenance and fuel for generators will fall on the shoulders of citizens.

As the energy expert Genadiy Ryabtsev said in a comment to UNIAN, this will not only help maintain communication during outages, but will also provide an opportunity to earn a little.

According to him, during long interruptions in energy supply, it is mobile communication that suffers first of all.

“Despite operators’ assurances that they can provide work for several hours, in practice batteries do not always have time to charge, so communication continuity is not guaranteed. Involvement of businesses and citizens in supporting base stations is very important,” said the expert.

Ryabtsev noted that such an initiative creates a mutually beneficial situation, as mobile operators, generator owners, and the state will benefit.

“It’s a win-win situation where everyone wins. People can even help for free, knowing that it will guarantee them normal communication during outages,” he said.

Is there a financial benefit?Under the terms of the initiative, the owner of a generator with a capacity of 7.2 kW or more can receive UAH 110-140 per hour of work. For 12 hours of rental, it will be approximately UAH 1,320 for an individual or UAH 1,720 for a business.

However, in order to understand the benefit, it is necessary to calculate the cost of fuel that the generator must consume during the specified time of operation (since these costs will fall on the shoulders of the owner of the generator).

A-92 budget grade gasoline is suitable for most gasoline generators. According to the Ministry of Finance portal, as of November 11, a liter of this brand of gasoline costs UAH 56.73 on average.

A gasoline generator of this capacity consumes approximately 2.45 liters of fuel per hour. At the current price level, this means that an hour of operation of the generator will cost the owner from UAH 139/hour.

That is, payments from the state will actually cover the operation of such a generator to zero.

At the same time, the situation is somewhat more favorable for diesel generators. They consume less fuel and are considered more economical in operation. According to the Ministry of Finance, the average price of diesel fuel as of November 11 is UAH 57.46 per liter.

An average diesel generator consumes about 1.75 liters of fuel per hour. Thus, an hour of its work for powering the base station will cost the owner approximately UAH 101.

If the state compensates up to UAH 140 per hour of rent, then the net profit of the owner of the diesel generator can reach approximately UAH 40 per hour of operation.

The real goal of the initiativeRyabtsev noted that the real goal of the program is not profit or financial support for people, but rather the provision of guaranteed mobile communication in critical situations.

“No one will do business on this service. But it is a way to ensure high-quality Internet and communication even during outages,” the expert said.

In addition, Ryabtsev emphasized that Ukraine should more broadly develop similar mechanisms of cooperation between the state, business and citizens.

“It would be good if the Ministry of Energy initiated a program to stimulate business entities to establish small power plants and join them to the unified power system. So that it would be beneficial for the business itself, so that it would bring a small but guaranteed income. This would be a guarantee of sustainable energy supply,” he added.

Communication quality in Ukraine – what is knownAs UNIAN wrote, the National Commission for State Regulation in the Field of Electronic Communications (NKEK) reported an increase in appeals from residents of the frontline and border regions regarding the deterioration of mobile communications.

In most cases, the deterioration or absence of communication and the Internet occurs due to the destruction or damage of base station equipment or unstable power supply due to shelling.

On November 10, the Ministry of Digital Transformation launched an initiative that allows generator owners to lease them to mobile operators and receive payment for it. Such a step is designed to support the operation of base stations during periods of large-scale power outages, so that even during blackouts, Ukrainians are not left without mobile communication and access to the Internet.
