Citing interlocutors familiar with the internal discussions at the UN, the Kyiv Post reported that the administration of US President Donald Trump seemed to be in favor of removing from the UN resolution the wording that confirms the territorial integrity of Ukraine and condemns the Russian occupation of Crimea and other regions.

Details: As noted, the annual resolution that Ukraine submits to the Third Committee of the UN General Assembly entitled “The human rights situation in the temporarily occupied territories of Ukraine, including the Autonomous Republic of Crimea and the city of Sevastopol” has remained an important diplomatic tool for many years.

Last December, the United States, along with 77 other countries, voted for this resolution, which was adopted by 78 votes in favor.

Now, according to the interlocutors of the publication, Washington seems to want to remove the wording regarding the occupation of Crimea by Russia and descriptions of the deterioration of the human rights situation in the occupied territories.

Two interlocutors claim that the US wants the resolution to be submitted in a broader format – under the title “War in Ukraine” and without mention of “territorial integrity” or “aggression”.

Ukraine’s allies have expressed concern in off-the-record talks that the move would effectively weaken the main annual UN document that has consistently condemned the Russian invasion.

“This is another example of how Washington is moving away from the key interests of Ukraine at a crucial moment in diplomacy. If these wordings are removed, the signal to Moscow will be clear: the US is no longer leading the defense of the international order,” said one of the European diplomats.

Diplomats from several European countries are reportedly trying to persuade the US to change its position before the vote.

The Third Committee of the UN General Assembly, which deals with human rights and humanitarian issues, is due to consider the resolution in the coming weeks.

Despite assurances by US officials that the changes are designed to make the resolution “more inclusive” and “forward-looking”, Western diplomats unofficially see it as part of an effort to reduce references to Russian aggression in multilateral formats.

“The question is not about timing. It is about whether the world will continue to recognize the Russian occupation as illegal, or whether it will begin to take it for granted,” said one European diplomat involved in the negotiations.

What happened before:

  • At the end of February 2025, the United States proposed a draft UN resolution for the third anniversary of Russia’s full-scale war against Ukraine, which does not contain wording condemning Moscow.
  • Despite this, the UN General Assembly approved the Ukrainian resolution condemning Russian aggression, the United States voted against it, along with Russia and less than two dozen other countries.
  • The American resolution, on the contrary, was so changed that the USA itself abstained from voting for its own text.
  • In the summer, the media reported that the US administration discussed with Russia its own draft UN resolution on the eve of the third anniversary of the Russian Federation’s full-scale invasion of Ukraine, trying to replace the Ukrainian text with a document that caused outrage among European allies.
