In August 2025, operatives of the Strategic Investigation Department in the Odesa region of the National Police, together with the detectives of the Security Intelligence Service in the Odesa region, exposed the so-called “watcher of Izmail”, who, having authority among criminals, controlled local gangs and kept the so-called “obschak”. In order to multiply criminal funds, he established the operation of an underground casino.
On August 22, law enforcement officers, with the forceful support of KORD fighters, arrested the “watcher of Izmail” and his accomplices, and also liquidated the activities of the illegal casino. Then more than 22,000 dollars, almost 6,000 euros, game chips with different denominations, notebooks with rough notes, and playing cards were seized.
This criminal group is the Azerbaijani RAM. It was led by a detained 31-year-old man known as “Tahir”, who only dreamed of becoming “Ishmael’s watcher” and tried to gain influence. In addition, he is close to Odessa criminal leader Javid I.
The criminals organized an underground casino, which was managed by his subordinate nicknamed “Farik”, in a former car park in Izmail.
Also, the “watching” law enforcement officer was charged with suspicion under Part 1 of Art. 255-1 (spreading and establishment of criminal influence in society) and Part 2 of Art. 203-2 (illegal activity of organizing and conducting gambling) of the Criminal Code of Ukraine, and his four accomplices – under part 2 of Art. 203-2 of the Criminal Code of Ukraine.
Currently, the indictment for the procedural management of the Odesa Regional Prosecutor’s Office regarding the “watcher of Izmail” and his accomplices has been referred to the court for consideration. The seized property worth almost UAH 1.6 million was seized by the court.
