“The Council calls for continued strengthening of political-diplomatic and sanctions pressure on the Russian Federation in connection with numerous crimes against journalists and media workers, including by expanding personal sanctions against persons involved in the persecution, torture and murder of journalists; introduction of additional sanctions against the Russian Federation,” the appeal reads.
Deputies also called for supporting the documentation and investigation of crimes committed by the Russian Federation against journalists and media workers, including by supporting the activities of the International Criminal Court, international investigative groups, and initiatives to record war crimes.

In the address, the Ukrainian parliament drew attention to the fact that, according to the Institute of Mass Information, the Russian Federation committed 858 crimes against journalists and media workers in Ukraine from the beginning of the full-scale invasion until October 2025, in particular, killed 116 journalists, 15 of whom died in the course of their professional duties, and 101 as participants in hostilities or as a result of Russian shelling or torture. The deputies also reminded that at least 26 journalists are in Russian captivity.
