On November 4, Russian leader Vladimir Putin signed laws that provide for virtually continuous conscription into the ranks of the Russian army and the involvement of reservists to protect critically important facilities. This is reported by official Russian news agencies.

According to the new regulations, a medical examination, a professional psychological selection and a meeting of the draft commission will take place throughout the calendar year. The actual sending of conscripts for military service will be carried out twice a year – from April 1 to July 15 and from October 1 to December 31. The innovations make it possible to “evenly distribute the load on conscription points and improve the quality of conscription of citizens for military service,” the explanatory note to the law states.

The law regarding reservists will apply to those Russians who have voluntarily entered into an agreement to stay in the reserve. As the head of the Main Organizational and Mobilization Department of the General Staff of the Armed Forces of the Russian Federation, Volodymyr Tsymlyanskyi, previously explained, “we are not talking about any mobilization.” It is planned to attract “the most prepared and patriotic citizens” to the meeting.

The norms of the law provide that, based on the decree of the President of Russia, reservists can be sent to special meetings for the protection of critically important objects, life support. The General Staff of the Armed Forces of the Russian Federation noted that it is, in particular, about energy and transport facilities.

The authors of the draft law on the year-round draft explained the initiative as a desire to improve the quality of the draft. Human rights activists believe that the authorities want to create a constantly active infrastructure to replenish the army. “Verstka” notes that it will now be more difficult for conscripts not to be drafted. They will not be able to delay the procedures and will risk being detained by the police throughout the year.
