Serhii Marchenko noted that the approval of the new program with the IMF is not directly related to the provision of a “reparation loan”.
The IMF mission will be in Ukraine in November / REUTERS photoApproval of the new International Monetary Fund (IMF) program for Ukraine may be finalized in January 2026.
Minister of Finance Serhiy Marchenko said this during a meeting with journalists, reports RBC-Ukraine.
According to him, the postponement of the deadlines from December is possible for reasons that are not related to Ukraine, but “rather caused by the internal operational processes of the Fund.”
“The IMF mission will be in Ukraine in November. The best option for Ukraine is to approve the program in December,” Marchenko said.
He added that the adoption of a new program with the IMF is not directly related to the granting of a “reparation loan” to the EU.
At the same time, the minister indicated that the formation of the program involves the coordination of the parameters of state budget financing from other sources, a part of which is the “reparation loan” from the European Union.
Aid to Ukraine – the latest news Roksolana Pidlas, head of the Budget Committee of the Verkhovna Rada, noted that Ukraine lacks 65 billion dollars for the next four years. In particular, 18.1 billion dollars will not be enough for 2026.
A “reparation loan” from frozen Russian assets could solve the problem of the Ukrainian budget deficit, but the EU countries have not yet been able to agree on this solution.
On November 3, it was reported that Belgium’s refusal to support a “reparation loan” worth 140 billion euros for Ukraine may prompt the IMF to block financial support for Kyiv, which will lead to a loss of confidence in the country’s economic viability.
According to IMF forecasts, the war in Ukraine will continue at least until 2026. Therefore, the Fund recommended that the Ukrainian authorities take decisive steps to increase revenues to the state budget.
