The Government of Ukraine predicts 10 to 14 million participants in the “Winter Support” program in the winter of 2025-2026.

According to Prime Minister Yulia Svyridenko, citizens will be able to receive one-time payments, namely 1000 hryvnias — for adults and children, and 6500 hryvnias — for the most vulnerable categories. The total budget of the program will be approx UAH 14 billion.
It is planned to be allowed to submit an application November 15 to December 15 2025 year. The funds can be used for utility payments, medicine, books or donated to charity. Payments will not be provided to persons in the temporarily occupied territories and abroad.
Minister of Social Policy Denys Ulyutin added that a separate payment in 6500 hryvnias will also be available for over 660 thousand people, including children from vulnerable categories, people with disabilities, IDPs and single pensioners. The money will go to a special account or “Diya.Kartka” and must be used within 180 days for basic needs, including medicine, clothes and shoes.
Last year, the program was used by about 14 million Ukrainians
