The shopping and entertainment and office center “Gulliver” in the center of Kyiv stopped its work from the evening of October 30 for an indefinite period. The reason: the aggravation of the corporate conflict – the consortium of state banks “Oschadbank” and “Ukreximbank”, which recently received ownership of the facility, announced the need to stop work due to the “risk of accidents and man-made threats”.

There is still no electricity or water in the premises of the mall. “Oschadbank” directly accuses the previous owner, “Three O” LLC, of ​​system blocking of critical engineering systems of the complex.

The decision to close the complex was made jointly by the banks, because, according to their data, the previous owner is systematically preventing the transfer of management. Representatives of Oschadbank, who now act as the new owners, reported that the former owner blocked access to the engineering premises, did not hand over technical documentation and deliberately overloaded energy-intensive systems, which posed a threat to visitors and led to wear and tear of equipment. “Oschadbank” has already contacted the law enforcement agencies and intends to bring the guilty parties to justice. In the meantime, tenants are offered to renegotiate contracts with the new owner, and the date of resumption of work will be notified separately.

The “finale of the debt saga” came at the end of July 2025, when “Oschadbank” and “Ukreximbank” officially formalized the ownership of the complex as collection for the debts of “Three O” LLC. Aggregate debt to state-owned banks was approximately $675 million, with Oschadbank (which will assume key management functions with an 80% stake) being the primary creditor. It should be noted that businessman Viktor Polishchuk is related to the complex, who personally guaranteed part of the debt, and from the beginning of 2022 he stopped servicing the loan altogether, despite the preferential restructuring until 2044 granted to him in 2020.

In parallel with the debt dispute, Gulliver shopping center was arrested as part of criminal proceedings opened by the Bureau of Economic Security (BEB), which is investigating tax evasion in the amount of 146 million hryvnias by the general director of Three O LLC. After the arrest in April 2024, the property was transferred to the management of ARMA, although they could not elect a manager.

Earlier it was reported that on October 17, the court canceled the arrest from the shopping and entertainment center “Gulliver” in Kyiv, imposed within the framework of the case against the previous owner – the company “Three O”, which is suspected of tax evasion.
