On November 3, 2025, the judges of the High Anti-Corruption Court continued the examination of evidence in the case of the liquidated District Administrative Court of Kyiv. The prosecutor presented new fragments of conversations recorded by NABU detectives, which probably demonstrate the coordination of influence between those involved — the former head of the court Pavlo Vovko and his colleagues.
According to the investigation, the judge can be heard on the recordings Bohdan Sanin informs Vovka about the preparation of lawsuits against members of the High Qualification Commission of Judges. In the conversations there are mentions of “Bearded” (Taras Lukash) and “Long” (Andrii Kozlov) – persons about whom grounds for judicial pressure were allegedly sought.
Other fragments record Vovka’s communication with the former head of the State Judicial Administration Zenovii Kholodnyuk. They discussed the possibility of disrupting the competition for the position of the new head of the State Security Service in order to maintain control over the body, according to the prosecution.
NABU and SAP accuse Vovka and his colleagues of creating a criminal organization to seize judicial power.
Despite the liquidation of OASK, its former judges continue to receive salaries. According to official data, only in 2023-2025 they received more than 157 million hryvnias.
