In 2025, the unevenness of prices for services in Ukraine has become even more noticeable than in previous years — in some regions, the difference reaches almost two times.
This is stated in the October inflation report of the National Bank of Ukraine.
The main factor in the difference in regional prices is the cost of housing rent. The most expensive apartments to rent are currently in Zakarpattia, Lviv and Rivne regions, while prices in Kyiv are even lower than in these regions. On the other hand, in the Kharkiv and Odesa regions, the cost of rent decreased compared to 2021.
Another indicator with sharp regional differences is city transport fares.
“During the last four years, tariffs in Kyiv, Kyiv and Kharkiv regions remained unchanged, while in the rest of the regions they increased by an average of 2.6 times,” the NBU notes.
The National Bank explains that the unchanged tariffs in some cities are supported by additional subsidies from local budgets.
In contrast, food prices remain more stable: the difference between regions is about 16%.
The lowest prices were recorded in the Poltava region, while the highest in Kyiv. The high level of prices is also maintained in the Kherson and Zaporizhzhia regions.
NBU analysts believe that the unevenness is explained by population migration, destruction due to shelling, different logistical availability and stabilizing power outages.
In particular, the demand for housing in the West of the country increased due to the displacement of a significant number of Ukrainians after the start of the full-scale war, which significantly affected the formation of prices in these regions.
