In August 2025, the State Rear Operator of the Ministry of Defense purchased 200,000 insoles with an electric heating element for the feet and 300,000 chemical heaters for the military through Prozorro.

Each kit contains a pair of insoles, a connector with a fixation system, a wire, an on/off switch, a USB type A connector. The insoles are connected to a Power Bank and must provide at least 6 hours of heat transfer.
Main characteristics:
- the temperature of the surface of the insoles during normal operation — from 40 °C;
- the thickness of the insoles is 7.5–9.7 mm;
- the length of the wire is 2.35–2.6 m.
The purchased means of individual heating correspond to the technical specification developed and approved by the Central Directorate for the Development of Material Support in 2025.
In addition, in October 2025, the DOT of the Ministry of Defense purchased another type of personal heating equipment – 300,000 chemical heaters – according to the updated technical specification. They are intended for individual heating of the arms, legs and body of servicemen at low temperatures and must be made on the basis of natural components.
Each kit contains:
- 2 means for heating the body;
- 2 hand warmers;
- 2 foot warmers (half insoles).
The temperature of the surface of the heaters during normal operation is at least 40 °C, the duration of heat transfer is at least 6 hours. The packaging is moisture-proof and resistant to fungi, which prevents unpleasant odors or destruction of the material.
