This amount was added to the main contract, the value of which was UAH 184 million. Given the huge costs that add to the total cost of reconstruction, it is important to understand how budget funds are being spent effectively in the face of growing financial pressure.
As part of the project, it is planned to transform the former cinema into a four-story administrative building, which will include a center for the provision of administrative services, a museum, as well as meeting rooms.
Back in 2023, “Our Money” reported that KP commissioned “Maxima Bud” LLC to reconstruct the former cinema on the street. Svyatoshynska, 11 for UAH 193 million. It was supposed to be transformed into a four-story public building with industrial equipment, facades and translucent panels, where there was to be a civil defense building for 250 people, a center for the provision of administrative services, offices of local self-government bodies, a session hall of the Vyshnevo City Council and a museum-exhibition hall. After the publication of “Our Money”, the agreement was terminated by agreement of the parties without payment.
In 2024, the tender was held again, reducing the expected amount by UAH 7 million – from UAH 193 million to UAH 186 million. The contract was awarded to Nidcom LLC with a price of UAH 186 million, but the contract was soon terminated without payment by agreement of the parties without explanation.
This year, in January, the consortium “Building Project Consortium” received a new contract worth UAH 184 million. Most of the decrease in the contract price was explained by a change in the type of windows from more expensive to cheaper ones. Previously, in the summary statement of resources, 22 million UAH (here and below the amounts and prices are indicated with VAT) were for aluminum windows with a warm profile at 28,022 UAH/sq.m. m, and they were replaced by the same number of metal-plastic windows at UAH 6,036/sq.m. m, for which only UAH 5 million went.
In the current additional work (correction) in the information on the prices of material resources, UAH 9.94 million is again allocated to window blocks with an aluminum profile at UAH 23,488/sq.m. “Market Door” offers aluminum windows Alulight W76 for UAH 14,678/sq.m. m, which is 38% cheaper. The company “Lux Vikna” sells aluminum windows of the Alumil and AluLight profiles for UAH 4,818-12,394/sq.m. m depending on the warm/cold system, which is 47-80% cheaper.
The probable overpayment on aluminum windows may amount to about 4 million hryvnias.
In addition, UAH 17.43 million goes to the glass enclosure of the atrium on floor-mounted glass holders made of 10 mm tempered glass and fittings made of stainless steel matt at UAH 7,380/sq.m. m. But it was not possible to find market prices for this material in open sources.
The estimate also included an aluminum office partition from a “cold” profile with tempered glass at UAH 28,870/sq.m. m, Werzalit windowsills at UAH 4,333/m and operation of a diesel generator (25,000 kWh) at UAH 38/kWh.

Kyiv “Building Project Consortium” headed by Iryna Voskolovich was created in November 2024. The participants are four companies:
- Kyiv LLC “BC Orion Build” (82%) by Iryna Voskolovich from the village of Malyutyanka in the Kyiv region;
- Vyacheslav Petrova from Kyiv, Vyacheslav Petrova, LLC “PMK “Svit Line” (6%) of Vishnev and LLC “Engineering and installation company “Svit-Line” (6%) of Kyiv;
- Kyiv LLC “AMK Engineering” (6%) Kostyantyn Chernyshova from Kyiv.
During the year of its existence, the consortium received two state contracts worth UAH 269.27 million exclusively from the current customer.
