The key reason is the plans of the Ministry of Digitization to bring order to the gaming market, where Hetmantsev has an open conflict of interests.

As the publication notes, since the beginning of September, Hetmantsev regularly accuses the Ministry of Digital Affairs of “disrupting state tasks.”
According to journalists, Hetmantsev’s activity may be related to the loss of control over the tax service, which he actually took care of since 2022. In December 2024, the former head of the Khmelnytskyi tax region, Iryna Zlenko, in a series of interviews, declared the existence of a “shadow vertical” in the DPS, connected to Hetmantsev, and talked about the “interference of a people’s deputy in the activities of fiscal bodies.”
As “Business Capital” notes, after losing influence in the tax office, Hetmantsev could switch his attention to another regulator – the field of gambling. It was he who in 2024 promoted the draft law on the liquidation of the Commission for the Regulation of Gambling and Lotteries (KRAIL) and the transfer of its functions to another central executive body.
Currently, these powers are concentrated in the state agency “Play City”, subordinate to the Ministry of Digital, which monitors, licenses and controls the gaming business market. It was around this body, according to analysts, that a new conflict unfolded.
Journalists assume that Fedorov’s criticism may also have pragmatic motives: the other day it became known that the M.S.L. lottery operator, with which Hetmantsev allegedly has long-standing ties, started offering the “Sportprognoz” product, which allows betting on football matches, which is formally an activity without a corresponding license.
Since it is Play City that has the authority to monitor compliance with legislation in this area, attempts to pressure the Ministry of Digital Affairs may be an attempt to “force a compromise”, concludes “Business capital”.
