The former head of the State Tax Service and the deputy head of the State Tax Administration in Poltava region were exposed for facilitating the activity of a conversion center with a turnover of ₴15 billion.

These individuals involved more than 200 controlled companies to implement a scheme to minimize tax payments. The mechanism provided for controlled companies to draw up false tax invoices regarding economic relations with real enterprises, register invoices in the Unified Register of Tax Invoices and use invoices by real enterprises to reduce their tax liabilities.
During 2020-2023, the conversion center issued tax invoices with false data regarding the supply of goods and services for a total amount of UAH 15 billion, and the “schematic” value added tax amounted to more than UAH 2.3 billion.
The then acting the head of the State Tax Service of Ukraine in turn contributed to the smooth operation of the conversion center, and the deputy head of the Main Directorate of the State Tax Service in the Poltava region, who headed the commission on stopping the registration of tax invoices, ensured that decisions were made in favor of the companies of the conversion center.
Enterprises did not pay UAH 147 million to the state budget for no reason.
The participants of the scheme acted with a high level of coordination and elaborate conspiracy, using remote foreign servers to store documents, numerous VPN settings to mask IP addresses, numbers of foreign mobile operators, as well as bribery and pressure on the company’s bogus officials.
The detectives found and deciphered a detailed account of the illegal profits kept by DPS officials. So far, 11 people have been notified of the suspicion.
The manager of the conversion center was detained while trying to leave Ukraine.
The SBU and NABU exposed a large-scale conversion center that operated with the participation of the former head of the State Tax Service and the former deputy head of the Main Department of the DPS in Poltava Region.
Earlier in Kyiv, the work of a conversion center with a turnover of 1.5 billion hryvnias was stopped. The organizer of the scheme was Yevhen Bambizov, a former high-ranking official of the tax service.
