The Antimonopoly Committee of Ukraine closed the case against PrivatBank in the market of trade acquiring services due to the absence of violations, despite establishing the bank’s monopoly position and recognizing its market power. The Antimonopoly Committee of Ukraine closed the case against PrivatBank in the market of trade acquiring services due to the absence of violations, despite establishing the bank’s monopoly position and recognizing its market power.

The case against PrivatBank, which was started back in 2021, was closed by the AMCU in accordance with Article 49 of the Law “On the Protection of Economic Competition” because it was not possible to prove the fact of violation of the legislation. It is noted that the bank’s application of a single fee for trade acquiring for intrabank and interbank payments complies with the law and is justified by the specifics of the markets for issuing payment cards and acquiring services.

According to the AMCU, the share of PrivatBank in the acquiring market from 2018 to 2024 increased from 62% to 64%, while the share of competitors — Oschadbank and Raiffeisen Bank — decreased. The number of POS terminals of the bank increased from 170,500 to 316,000, and its share in the card issuance market remained over 50%. At the same time, large retail chains were able to negotiate discounts of 30–50% off the standard acquiring fee, but overall bank consumers did not have sufficient market power to influence payment terms.

In a comment, PrivatBank noted that the decision of AMCU is a positive signal for the market, where competition stimulates innovation and the development of non-cash payments. In nine months of 2025, Ukrainians paid for goods and services worth UAH 900 billion through the bank’s acquiring ecosystem, while the volume of card payments through the “Terminal” application, which works even without electricity, increased by almost 70%, and through LiqPay – up to UAH 66 billion.
