London resident Burcu Yesiliurt received a £150 fine for pouring the remains of her morning coffee down a manhole on the street while waiting for the bus. The event happened near the Richmond station in the capital of Great Britain.

Burcha Yesiliurt thought she was doing the right thing by emptying the contents of her reusable cup before getting on the bus to work. But in a few minutes, three law enforcement officers approached her and handed her a fine notice.

“I saw my bus coming, so I just poured the rest. It wasn’t much – just a little bit. As soon as I turned around, three men, law enforcement officers, ran after me and immediately stopped me. I thought it was the bus. I had no idea it was illegal to pour liquid down the drain. It was a real shock.” Yesiliurt told the BBC

Officers told her she had breached section 33 of the Environment Act 1990, which makes it an offense to dispose of waste in a way likely to pollute land or water.

Yesiliurt said she asked the police if there were any signs warning the public about the rule, but did not receive an answer. She described the encounter as quite intimidating and said she felt confused afterwards.

“They told me that I did something criminal”– said the woman.

When she asked what she should do with the rest of the coffee, the police told her to pour it into the nearest trash can.

“It seems quite unfair. I think the fine is too high. It’s not proportionate to the crime.” – said Yesiliurt.

Richmond-upon-Thames City Council said its staff acted professionally and objectively and that the fine was imposed in accordance with council policy. It was noted here that according to the recordings from the cameras worn by police officers, the authorities do not agree with the fact that the police officers behaved aggressively.

“The record shows that the officers acted professionally and were understanding of the circumstances. No one likes to be fined, and we always strive to enforce our rules fairly and with understanding. We are committed to protecting Richmond’s water bodies and keeping our neighborhood streets clean and safe. Enforcement action is only used when necessary, and residents who believe a fine has been improperly issued can request viewing”– commented in the council.

The £150 fine can be reduced to £100 if paid within 14 days. Yesiliurt lodged a formal complaint with the council and called for clearer signs to be installed near bins and bus stops to warn residents of the rules.
