The European Foreign Affairs Service (EFSA) has proposed expanding the powers of EU states to inspect the vessels of the so-called “shadow fleet” of the Russian Federation, which are used to transport oil to bypass the price ceiling.
As Politico writes with reference to the ECSC document, the initiative envisages providing member states with “an additional tool to increase the effectiveness of measures to ensure compliance with the law, including the creation of grounds for inspection of the vessels of the “shadow fleet”.
The document also proposes to conclude “potential bilateral agreements between flag states and the EU on pre-authorized inspections”.
It is expected that this proposal will be formulated in the form of a declaration by the end of November 2025 and adopted at the meeting of the ministers of foreign affairs of the “EU”. After that, the head of diplomacy of the “EU” Kaia Kallas will turn to the Council of the “EU” with a request for permission to start negotiations on the conclusion of bilateral agreements with certain flag states.
The issue of the “shadow fleet” has significant consequences for the European Union, since these vessels not only contribute to the strengthening of Russia’s military economy, but also pose a threat to the environment and the safety of shipping.
It will be recalled that Moscow successfully circumvents Western sanctions due to the expansion of the fleet of old oil tankers with a suspicious ownership system.
