Ukrainians who want to leave the temporarily occupied territories, but do not have a Ukrainian passport, can obtain a temporary certificate of a citizen of Ukraine.

In the absence of such a document, data from the Unified State Demographic Register and other registers will be used for their identification.

How to issue a temporary certificate of a citizen of Ukraine? Temporary certificate is a document that certifies an individual and confirms his/her citizenship of Ukraine. It is possible to issue such a certificate at the State Migration Service even without the presence of the person who needs such a document – on the basis of an application by one of the representatives of this person, in particular:

  • parents, guardians, custodians;
  • spouses;
  • adult children and grandchildren;
  • brothers and sisters

In addition, registration of the certificate can take place without representatives. This requires an official request from the Ministry of Reintegration.

Ukrainians, in whose name a temporary certificate of a citizen of Ukraine was issued, can submit documents to obtain a new passport or exchange an old one abroad.

A person must hand in his temporary certificate when submitting documents for the passport of a citizen of Ukraine or when it expires, says the Ministry of Internal Affairs and Communications.

How are Ukrainians who return from TOT without a passport identified? According to the Ministry of Internal Affairs, information about a person is sought in the Unified State Demographic Register according to the provided personal data.

If there is no information about her there, then her data is also sought in other registers and databases owned by the state or enterprises, institutions and organizations.

The law also provides for the possibility of identification of a person, even if he does not have documents with a photo card or a digitized image of his face. For this witnesses are interviewedwhich the applicant submits. They can be able-bodied family members, relatives or neighbors who have reached the age of 14 and have identity documents.

If the witnesses cannot be physically present during the identification, the procedure can be carried out by means of a video conference.
