According to the draft professional standard, a military police officer must maintain law and order in the troops, monitor compliance with discipline, check documents, conduct inspections and seize physical evidence.
In addition, the duties of the policemen will include the detention of servicemen and civilians, the preparation of protocols on administrative offenses, the protection of military facilities, as well as participation in patrolling during martial law.
A military policeman must be able to independently assess the situation, make decisions regarding the detention of persons, the use of force or special means, as well as bear personal responsibility for observing the rights of detainees.
The new draft law defines clear limits on the use of physical force, special equipment and firearms. Police officers must act within the limits of the instructions and warn violators of their intention to use force.
The standards will stipulate that military police officers must possess self-defense techniques, know how to use batons, handcuffs, gas canisters, tasers, and weapons. Every military police officer must be able to provide first aid after the use of force or a firearm, including stopping bleeding, restoring breathing, and performing CPR.
During martial law, military policemen will serve at checkpoints, check documents, inspect vehicles and luggage, and also act as part of patrols of military commanders. They must have knowledge of movement restrictions, curfew rules and specifics of interaction with the National Police.
The professional standard states that military police officers must be ready to act as part of international peacekeeping and humanitarian missions, comply with the norms of international humanitarian law and communicate in English.
Military policemen will undergo specialized courses, have certificates of completion of professional training and advanced training courses.
Sergeants and technicians are required to obtain a qualification level according to the National Framework (from level 2 to 4), and applicants for service in the military police must be fit in terms of health, have basic military training, no criminal record and a positive conclusion of psychological fitness.
Military police are planned to be created in Ukraine. Law enforcement officers will have access to housing and transport.
