Zelensky signed a law on strengthening security in schools: what does it provide for

President Volodymyr Zelenskyy signed Law No. 11543 aimed at strengthening security in secondary education institutions, which the Verkhovna Rada approved on September 18. President Volodymyr Zelenskyy signed Law No. 11543 aimed at strengthening security in secondary education institutions, which the Verkhovna Rada approved on September 18.

Key changes and innovation of the law:

  • Establishment of access and stay rules: for the first time at the legislative level, rules are established that, according to the Ministry of Internal Affairs, should guarantee the safety of children.
  • Prohibitions and Restrictions:
    • It is forbidden to attend schools in a state of alcohol or drug intoxication.
    • It is forbidden to carry dangerous objects or substances to the territory or to schools.
  • Technical security facilities:
    • All schools will be equipped with alarm to call the police.
    • The territory of schools should be fenced or clearly defined.
  • Increased personnel requirements: children who have criminal record would not be guilty of committing offenses against sexual freedom or inviolability, as well as those who were held accountable for:
    • Domestic violence.
    • Bulling.
    • Failure to fulfill responsibilities for raising children.
  • On November 21, 2024, the Verkhovna Rada of Ukraine approved in the first reading of the bill No. 11543, aimed at strengthening security in general secondary education institutions. The bill was supported by 235 people’s deputies.

    On behalf of the Government, monitoring groups were created to check the safety rules in schools, first of all in those educational institutions that are not located in regional centers.
