The project aimed at overcoming the consequences of attacks and ensuring the stability of the power system coordinated the State Agency for the Restoration and Development of Infrastructure of Ukraine.
The main conclusions of the Accounting Chamber:
- Low level of readiness of protective structures: The average level of readiness of protective structures from unmanned aerial vehicles (UAVs) was less than three quarters of the planned, and the fortifications of anti -missile defense – less than a quarter.
- Management imperfection: The auditors found that the project had a proper regulatory basis, but incompletely meet the requirements of modern project management. An imperfect monitoring and reporting system was identified, as well as gaps at the stage of business case formation (no requirements, volumes of necessary resources and no indicators were estimated).
- Financing: Financial support was carried out from unpredictable and unstable sources.
- Lack of experience: The recovery agency, which was a coordinator, is not a profile body in the field of protection of critical energy infrastructure and had no experience in the development of specialized engineering decisions. Also, the lack of appropriate experience was in the regional renewal services (customers) and contractors.
