Since the beginning of the year, the Commissioner for the Protection of the State Language received 2227 complaints from Ukrainians for violation of legislation. This is 27% more than in the same period last year (1633).

Statistics for three quarters of 2025 shared Language Ombudsmenko Elena Ivanovskaya.

The Commissioner noted that the most violation concerned:

  • the absence of a Ukrainian version of sites – 26% (574 appeals);
  • outdoor advertising and signage languages – 20% (443 appeals);
  • violations during direct service – 18% (397 appeals);
  • spheres of education – 7% (145 appeals);
  • Spheres of culture – 5% (112 appeals);
  • violations in medical institutions – 4% (93 appeals).

In addition, complaints concerned information about goods and services (on labels, checks, menu), violations in the field of media, transport, book publishing, sports and other industries.

According to the Ombudsmenki, The most complaints came from Kiev – From there they received 39% of appeals (870). Also, they often complained about the violation of language legislation in Odessa (339 appeals), Kharkiv (286 appeals) and Dnipropetrovsk (201 appeals) regions.

The Commissioner stated that she would continue to strengthen the control of compliance with language law in all areas.

“The increase in the number of complaints means that Ukrainians have become more attentive to their right to receive information and services in the state language. This is an indicator of the maturity of society and at the same time a signal to all who neglect the law”– Olena Ivanovskaya is convinced.

Earlier, the linguistic ombudsman estimated that almost a quarter (24%) local councils In Ukraine, it violates language legislation during plenary sessions.
